A shrinking staff at the USDA’s Animal and Plant Health Inspection Service (APHIS), the agency responsible for AWA enforcement, is hindering inspections and investigations of research facilities. This decline in personnel, coupled with administrative hurdles and bureaucratic inefficiencies, weakens the AWA’s ability to ensure humane treatment and prevent animal suffering in laboratories. Consequently, concerns are growing about the potential for increased violations and decreased accountability within the research animal industry.
